The arrangement in question, proposed to regulate the postage of letters and newspapers conveyed between the United States and Hongkong by the new line of Mail Packets from San Francisco, is of a very simple character and eminently advantageous to the Post Office here.

I have now the honor to enclose. Enclosure! 5 August, 1867 copy of a letter from Mr. Mitchell Postmaster here covering copy of a letter received by that officer on the 4 Instant from the Postmaster General of the United States.

The latter confirms the arrangement suggested by Mr. Currie, with the exception that he prefers to fix the rates of postage chargeable by such country, and names 10 cents and 2 cents as the amount payable in the United States on letters and newspapers respectively posted there.
